National Consultant - Health Financing Data Analytics
Organizational Context
The World Health Organization (WHO) Country Office in Ukraine supports the government's health financing reforms, which aim to improve healthcare access and financial protection. These reforms, including the Program of Medical Guarantees (PMG) and the National Health Service of Ukraine (NHSU), have increased the demand for sophisticated data analysis to inform policy and strategic purchasing. WHO's expanding analytical portfolio necessitates institutionalizing data governance and standardizing analytical methodologies.
Job Purpose
This consultancy aims to strengthen WHO's health financing analytical capacity in Ukraine by establishing a coordinated data management and analysis platform. The role will support the collection, validation, analysis, and utilization of administrative datasets from the NHSU and other national sources to inform health financing policies and strategic purchasing reforms. Key contributions include developing standardized analytical methodologies, improving data governance, supporting the implementation of provider payment models through technical specifications for eHealth systems, and enhancing analytical skills within WHO and among national counterparts. The ultimate goal is to ensure high-quality, timely, and reproducible analytical products that support evidence-informed decision-making in Ukraine's evolving health system.
Responsibilities
The consultant will be responsible for coordinating health financing data requests and establishing standardized mechanisms for data acquisition, management, and documentation from the NHSU and other national sources. They will oversee the coordination of analytical activities across various WHO health financing projects, ensuring methodological consistency, quality assurance, and reproducibility of analytical outputs. This includes developing technical specifications, coding rules, and analytical algorithms for implementing provider payment reforms within the eHealth system and Hospital Information Systems. The role also involves preparing analytical reports, dashboards, visualizations, presentations, and policy briefs to support WHO's technical assistance. Furthermore, the consultant will develop methodological documentation, provide technical support, and conduct training for WHO staff and national counterparts on analytical tools and methodologies, while also offering ad hoc analytical support for projects and policy dialogue.
Work Experience
Essential: Minimum three years of professional experience in health data management, health information systems, health informatics, or health data analytics. At least one year of experience working with or within the National Health Service of Ukraine. Experience managing, cleaning, analyzing, and interpreting large administrative datasets, and preparing analytical reports or decision-support products. Desirable: Experience supporting provider payment systems or health financing reforms, developing analytical methodologies, or working with health information systems.
Skills
Essential: Strong analytical and quantitative skills; experience managing and analyzing large health datasets; strong report-writing and data visualization skills; ability to coordinate multiple analytical activities independently; strong interpersonal and communication skills. Desirable: Knowledge of Ukraine's Programme of Medical Guarantees and NHSU information systems; experience with Power BI, Tableau, SQL, R, Python, or similar analytical software; knowledge of eHealth systems and provider payment mechanisms.
