National Consultant - Health Sector Capital Investments
Organizational Context
Ukraine's health system is undergoing significant transformation and reform, particularly in strengthening governance and coordination of capital investments. The WHO is supporting the Ministry of Health in developing systems to track, prioritize, and appraise health infrastructure and equipment investments transparently and evidence-based, aligning them with national strategies and recovery needs.
Job Purpose
This consultancy aims to provide country-level analytical, technical, and implementation support to enhance health sector capital investment planning and governance in Ukraine. The role involves operationalizing analytical methodologies, supporting the implementation of investment management systems and prioritization frameworks, and ensuring investment decisions are informed by robust data and national processes. The consultant will collaborate with national stakeholders to facilitate evidence-based decision-making for health infrastructure and equipment investments, contributing to the overall health system recovery and modernization efforts in Ukraine.
Responsibilities
Compile, clean, validate, and analyze national datasets related to health infrastructure, service capacity, equipment, workforce, utilization, accessibility, and capital investments. Operationalize analytical methodologies, indicators, and prioritization approaches for health sector investments using Ukrainian data and institutional processes. Support the implementation, testing, validation, and refinement of the Health Capital Investment Management System and Health Sector Investment Prioritization Framework. Prepare technical documentation, analytical summaries, dashboards, and policy materials. Coordinate technical inputs and data requests with the Ministry of Health, National Health Service of Ukraine, regional authorities, and development partners. Support technical consultations, workshops, and pilot activities, documenting implementation experience and recommending improvements.
Work Experience
Essential: At least two years of relevant professional experience in health systems analysis, health economics, health service planning, health information systems, data analytics, or capital investment planning. Experience compiling, managing, and interpreting quantitative datasets for policy support. Desirable: Experience supporting implementation of analytical frameworks or digital tools, and experience working with Ukrainian health authorities or international organizations.
Skills
Strong analytical and quantitative skills. Ability to analyze and interpret datasets and translate findings into policy-relevant insights. Strong written communication skills in English and Ukrainian. Ability to work collaboratively and meet deadlines. Experience with data analysis and visualization tools is desirable.
