National Consultant - Health Financing And Strategic Purchasing

Organizational Context

The World Health Organization (WHO) Country Office in Ukraine supports the Ministry of Health and the National Health Service of Ukraine in advancing health system recovery and reforms. This role contributes to strengthening strategic purchasing, improving financing for priority health services, and enhancing performance monitoring, aligning with Ukraine's progress towards EU accession.

Job Purpose

This consultancy aims to provide senior technical assistance to the WHO Ukraine Health Financing Unit, focusing on strengthening health financing policy and strategic purchasing within the Program of Medical Guarantees (PMG). The role will support analytical work, policy development, and stakeholder engagement in critical areas such as strategic purchasing of hospital and mental health services, cross-border healthcare financing related to EU accession, and the development of performance and quality monitoring frameworks for specialized care. The consultant will generate evidence-based recommendations to enhance the efficiency, equity, and sustainability of Ukraine's health financing reforms.

Responsibilities

Conduct analytical reviews of health financing policies, purchasing arrangements, and health system reforms. Collect, analyze, and synthesize quantitative and qualitative evidence to inform policy recommendations. Develop technical reports, policy papers, and evidence-based recommendations for strengthening strategic purchasing and financing of priority health services. Support technical consultations, stakeholder engagement, and policy dialogue with the Ministry of Health, NHSU, international experts, and development partners. Contribute to WHO publications and technical products, and prepare presentations and technical materials for various audiences. Provide technical support for health financing aspects of Ukraine's EU accession process, including cross-border healthcare financing and implementation of relevant EU acquis. Support the development of performance and quality monitoring frameworks for specialized health services under the PMG.

Work Experience

Requires at least 7 years of relevant professional experience in health financing, health economics, health policy, health systems, or strategic purchasing. Experience in policy analysis, preparing technical reports, and working with government or international organizations on health sector reform is essential. Experience with WHO, the World Bank, EU, or supporting health financing reforms in Ukraine is desirable.

Skills

Essential skills include excellent analytical and report-writing abilities, strong policy analysis and research capabilities, and the ability to manage multiple technical workstreams under tight deadlines. Excellent communication and stakeholder engagement skills, the ability to work independently and coordinate effectively with multidisciplinary teams, and knowledge of Ukraine's Program of Medical Guarantees and NHSU purchasing arrangements are also crucial. Desirable skills include knowledge of EU health policy, experience with quantitative data analysis, and experience organizing technical consultations.
