Chargé(e) Technique - Coordination De La Réponse Et La Surveillance Transfrontalières - Band Level B, Bangui, CAR

Organizational Context

The World Health Organization (WHO) is responding to the current Ebola virus disease outbreak in the Democratic Republic of Congo (DRC), which poses a risk of cross-border spread to the Central African Republic (CAR). This role is based in Bangui, CAR, and will facilitate operational collaboration between DRC and CAR to manage this cross-border threat.

Job Purpose

The purpose of this role is to support the WHO Country Office in CAR and the Incident Manager in facilitating cross-border collaboration and operational coordination between the DRC and CAR for Ebola preparedness and response. The Technical Officer will ensure agreed priorities are implemented, systematically monitored, and linked to national, regional, and continental coordination mechanisms. This involves supporting the implementation of joint actions, ensuring rapid information sharing, and escalating operational challenges to relevant stakeholders to strengthen the overall response effectiveness and mitigate the risk of disease spread across borders.

Responsibilities

Facilitate cross-border coordination between CAR and DRC for Ebola operations in border health zones, monitoring agreed actions within bilateral and regional coordination frameworks. Support the implementation and monitoring of the DRC-Uganda cross-border collaboration, including joint planning, information sharing, field coordination, and operational follow-up. Act as a technical liaison between CAR and DRC focal points and teams, WHO, and the continental IMST on cross-border response matters to support the joint roadmap. Assist in harmonizing approaches to surveillance, contact tracing, laboratory sample referral, infection prevention and control (IPC), case management, safe referral, risk communication, and community engagement (RCCE) at national and district levels. Organize cross-border coordination meetings, prepare agendas, consolidate updates, document decisions, disseminate minutes, and follow up on action points. Identify and report operational obstacles affecting the cross-border response, such as communication gaps, supply chain issues, screening, referral circuits, data sharing, and field coordination, and work towards their resolution with WHO and partners in DRC. Contribute to joint situation updates, cross-border dashboards, management briefs, and operational summaries related to CAR-DRC collaboration.

Work Experience

Requires relevant experience at national and international levels in public health emergency response, epidemic outbreak coordination, cross-border health security, surveillance, preparedness, and emergency operations. Desirable experience includes working with WHO, Ministries of Health, UN agencies, or health emergency coordination platforms, particularly in the DRC, CAR, or other cross-border emergency contexts. Experience in Ebola or viral hemorrhagic fever response is also preferred.

Skills

Strong understanding of Incident Management System (IMS) and public health emergency operations. Good knowledge of Ebola response principles (surveillance, contact tracing, isolation, IPC, RCCE, lab coordination, safe referrals, dignified burials). Demonstrated ability to coordinate activities across countries, agencies, technical pillars, and operational teams. Ability to synthesize information, track actions, identify obstacles, and propose practical solutions. Excellent communication, negotiation, facilitation, and report-writing skills. Ability to work under pressure in a multicultural, multi-actor emergency response environment. Solid understanding of cross-border health security, points of entry, population mobility, and regional preparedness.
