Organizational Context

The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health. This role is situated within the WHO South Africa department, focusing on the implementation and oversight of Pandemic Fund grants across multiple countries and single countries within the region.

Job Purpose

The purpose of this role is to provide expert project management for the Pandemic Fund grants, ensuring effective coordination and implementation across various countries. The role contributes to the successful execution of public health initiatives funded by the Pandemic Fund, by overseeing grant activities, managing budgets, ensuring compliance with donor requirements, and coordinating with multiple stakeholders including implementing partners and government counterparts. This involves rigorous monitoring, quality assurance, and risk management to achieve the grant's objectives and contribute to improved health outcomes in the region.

Responsibilities

Coordinate the overall implementation of Multi-Country and Single-Country Pandemic Fund grants, ensuring alignment with proposals, workplans, and donor requirements. Serve as the primary liaison between WHO, implementing partners, government, and other stakeholders, monitoring progress and addressing bottlenecks. Lead and coordinate Implementing Partner Capacity Assessments (IPCAs), quality assurance reviews, and spot checks, ensuring timely execution, documentation, and follow-up of all assurance activities. Review findings, prepare consolidated reports, and develop management action plans. Track and facilitate the resolution of compliance issues, unsupported expenditures, and identified risks. Strengthen internal controls and risk mitigation measures, monitoring compliance with WHO standards and donor requirements. Ensure systematic follow-up and closure of identified risks and corrective actions.

Work Experience

Essential: At least seven years of progressive experience in project management, programme coordination, grant management, or public health programme implementation. Demonstrated experience managing donor-funded programmes and coordinating multiple stakeholders. Experience in monitoring and evaluation, compliance oversight, financial management, and reporting. Desirable: Experience with the Pandemic Fund, Global Fund, Gavi, World Bank, UN agencies, or similar donor-funded programmes; experience with WHO and implementing partner management; experience conducting quality assurance reviews, assessments, audits, or compliance monitoring.

Skills

Strong project and programme management skills. Knowledge of donor-funded programme implementation and governance. Knowledge of risk management, compliance monitoring, and quality assurance. Experience with budget monitoring, financial analysis, and contract management. Strong analytical, report-writing, and presentation skills. Ability to coordinate multiple stakeholders and manage competing priorities. Advanced proficiency in Microsoft Office applications and project tracking tools.
