Organizational Context
The World Health Organization's Health Emergencies Programme (The Programme) aims to build Member States' capacity to manage health emergency risks and coordinate international responses. This role, based in Nairobi, supports Eastern and Southern African countries, ensuring they have optimal readiness for health emergencies by developing and implementing WHO strategies and tools for preparedness.
Job Purpose
The Readiness Officer, based in Nairobi, serves as the primary focal point for public health emergency readiness in Eastern and Southern African countries. This role is crucial for ensuring that countries have robust systems, resources, and plans in place to manage health emergencies effectively, aligning with the WHO Incident Management System. The incumbent will collaborate with country and regional offices, develop assessment tools, establish monitoring systems, and foster partnerships to enhance preparedness. The position requires active involvement in risk assessment and preparedness planning, with the flexibility to be deployed to emergency operations as needed, adapting duties to meet program requirements.
Responsibilities
Support the effective implementation of WHO strategies for country readiness in East and Southern Africa. Develop or adapt tools for readiness assessment and planning. Establish a baseline of readiness for critical Incident Management System (IMS) functions in at-risk countries. Assist countries in assessing and strengthening their readiness for crisis response. Mobilize and coordinate relevant partners to ensure collective and effective readiness processes. Seek opportunities to expand and strengthen partnerships for readiness initiatives. Perform other related duties, including surge support during emergencies and backstopping for colleagues.
Work Experience
Essential: A minimum of 5 years of relevant experience at national and international levels in public health emergency management. Desirable: Experience with WHO or other UN agencies in emergency management.
Skills
Excellent knowledge of English and French. Excellent communication and presentation skills. Experience in emergency preparedness and response. Expertise in health sector risk assessment. Knowledge of WHO risk assessment tools is an asset.
