Organizational Context
The WHO Centre for Environment and Health in the Western Pacific Region, based in Seoul, is a center of technical and scientific excellence. It focuses on developing healthier environments, strengthening community resilience to climate and environmental change, and promoting health equity across the region. The Centre's mandate includes providing evidence for policy-making, assisting Member States with health and environment policies, and supporting capacity building.
Job Purpose
This role is responsible for leading the development and implementation of strategic initiatives and special projects focused on health financing, innovative financing, digital transformation, and the application of artificial intelligence to advance the Centre's priorities in climate, environment, and health. The position involves providing technical expertise to senior leadership, guiding the Director and Head of Office on partnerships and organizational development, and fostering a high-performing team environment. The purpose is to drive strategic advancements and ensure effective program delivery in critical areas of public health and environmental sustainability.
Responsibilities
Provide technical expertise and guidance on partnerships, innovative financing, AI, organizational development, and program implementation. Lead the development and execution of strategic initiatives and special projects related to health financing, investment cases, innovative financing, digital transformation, and AI applications. Supervise a multidisciplinary team to ensure effective delivery of strategic priorities. Conduct strategic analysis of partners and financing mechanisms to identify collaboration and resource mobilization opportunities. Develop and maintain strategic relationships with Member States, donors, international financial institutions, and other partners. Lead engagement strategies with various government ministries and development partners for sustainable financing and policy dialogue. Guide the negotiation and implementation of partnership and financing agreements. Develop grant proposals, donor reports, investment cases, and financing strategies. Oversee the integration of financing considerations into program planning and monitor financial performance. Develop policy briefs, communications, and advocacy materials. Represent the Centre in regional and international forums. Oversee information management systems for donor intelligence, financing, and partnerships.
Work Experience
Essential: At least seven years of relevant experience in health and climate financing, external relations, strategic partnerships, resource mobilization, or grants management, with demonstrated achievements. Desirable: Prior experience with WHO, the UN system, or other international organizations. Experience in establishing and managing strategic partnerships with donors, governments, financial institutions, and other development partners is highly valued.
