Organizational Context

The World Health Organization (WHO) Eastern Mediterranean Regional Office (EMRO) is coordinating the development of the Middle East Response (MER) Grant Cycle 8 (GC8) funding request for the Global Fund. This multi-country grant, covering HIV, TB, malaria, and health systems strengthening in Iraq, Lebanon, Libya, Palestine, Syria, and Yemen, operates within challenging humanitarian contexts. WHO EMRO seeks a senior consultant to lead this critical process.

Job Purpose

The primary purpose of this consultancy is to lead and coordinate the comprehensive development and finalization of the Middle East Response (MER) Grant Cycle 8 (GC8) funding request for the Global Fund. This involves ensuring the request is technically sound, evidence-based, and fully compliant with Global Fund requirements. The role requires synthesizing complex data and stakeholder input into a cohesive application package, including all necessary annexes, budget documents, health product information, performance frameworks, and prioritized above-allocation requests. The ultimate goal is to secure robust funding to sustain and strengthen essential health services in a challenging regional environment, aligning with the Global Fund's strategic shifts towards sustainability and resilience.

Responsibilities

The consultant will lead the overall development and coordination of the MER GC8 funding request process, facilitating multi-country stakeholder consultations and country dialogues. This includes developing the integrated funding request for HIV, TB, malaria, and RSSH, utilizing provided analyses, and supporting the prioritization of investments aligned with GC8 strategic shifts. Key tasks involve developing the Prioritized Above Allocation Request (PAAR) and Unfunded Quality Demand (UQD) pipeline, leading the preparation of health products, quantification, procurement, and supply chain packages, and ensuring full compliance with Global Fund guidance and timelines. The role also entails supporting review processes and incorporating feedback from various stakeholders, including the Global Fund Secretariat, to ensure a submission-ready package.

Work Experience

Requires at least 10 years of progressive experience in public health, health systems strengthening, or disease control programs. Essential experience includes developing Global Fund funding requests or similar grant proposals, with a focus on HIV, TB, malaria, and RSSH programming. Experience in health systems strengthening and grant design is also crucial. Familiarity with humanitarian settings and working with international health organizations is desirable.
