Organizational Context
The World Health Organization (WHO) office in Mauritania is seeking a National Consultant to support the Ministry of Health and stakeholders in non-communicable disease (NCD) prevention and control. This role will contribute to the evaluation of the national integrated NCD strategy and strengthen national capacity in this area.
Job Purpose
The National Consultant will provide technical support to the WHO Country Office in Mauritania, working closely with an International Consultant. The primary purpose is to contribute to the evaluation of the national integrated and multisectoral strategy for the prevention and control of NCDs (2018-2022). This involves actively engaging national expertise, consolidating the country's technical capacities in NCD management, and supporting the implementation of WHO's global strategy for NCD prevention and control. The role aims to enhance the effectiveness of national efforts in addressing the growing burden of NCDs and their risk factors.
Responsibilities
The National Consultant will be responsible for contributing to the evaluation of Mauritania's national integrated and multisectoral strategy for NCD prevention and control. Key tasks include supporting the development of a synthesis document on literature regarding NCD control in Mauritania, consolidating data collected from the national strategic plan evaluation, drafting concept notes for workshops on WHO PEN and NCD surveillance/monitoring/evaluation, and preparing workshop reports. Additionally, the consultant will assist in drafting concept notes for training workshops on NCD surveillance, monitoring, and evaluation, and contribute to strengthening advocacy, partnerships, and multisectoral coordination mechanisms for NCD control.
Work Experience
Requires at least one year of relevant professional experience in public health program monitoring and evaluation, including data collection, analysis, interpretation, and reporting. Demonstrated experience in developing strategic plans, policies, or health programs at the national or sub-national level is essential. Experience with national health information systems and health data management platforms is also required.
Skills
Proficiency in monitoring and evaluation concepts, methods, and tools for public health programs. Ability to develop logical frameworks, results frameworks, M&E plans, and indicator matrices. Experience in collecting, validating, analyzing, and interpreting quantitative and qualitative data. Capacity to assess data quality, identify performance gaps, and propose evidence-based corrective actions. Strong analytical and reporting skills. Fluency in French and English is required.
