Organizational Context
The WHO Eastern Mediterranean Region (EMR) faces a significant burden of communicable diseases, with national elimination efforts being fragmented and at risk of reversal. Climate change, population mobility, and conflicts exacerbate these challenges. To address this, EMRO is launching a Multi-Communicable Disease Elimination (MCDE) initiative to coordinate regional approaches and accelerate progress towards disease elimination goals.
Job Purpose
This consultancy aims to provide senior strategic and technical support for the implementation of the Multi-Communicable Disease Elimination (MCDE) approach within the WHO Eastern Mediterranean Region (EMR). The role will also involve providing senior technical expertise to countries participating in a WHO project focused on building capacity for Health Care-Associated Infection (HAI) surveillance. The consultant will contribute to the development and finalization of the MCDE framework, support the creation of MCDE packages and an investment case, and offer technical guidance to countries implementing HAI surveillance systems. This position is crucial for advancing regional disease elimination strategies and strengthening infection prevention and control measures.
Responsibilities
The consultant will provide senior expert technical input for the development and finalization of the MCDE framework, including strategic advice and written contributions for the framework content and the EMRO strategy document. They will also offer strategic advice and technical support for expert consultations and consolidate inputs. Additionally, the role involves providing strategic advice and senior expert technical input for developing MCDE packages and the MCDE investment case, including technical reviews of content. The consultant will offer strategic advice and written technical input for the development of two MCDE packages. Furthermore, they will provide strategic advice and external technical support to two participating countries in the WHO HAI surveillance project, including monitoring implementation, offering supervision, and providing ad-hoc technical support for HAI point prevalence surveys. Contribution to the workshop agenda and participation as a senior expert on HAI surveillance are also key responsibilities.
Work Experience
More than 10 years of experience as an infectious diseases specialist is required, including clinical experience and leadership positions in policy development at a ministerial level. Experience in project planning, monitoring, and technical/policy document writing is also necessary.
Skills
Excellent strategic thinking, project planning and monitoring skills. Proficiency in writing technical and policy documents in English. Knowledge of infectious disease prevention, diagnosis, and treatment. Expert-level English and Arabic language proficiency.
