The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health. This consultancy role is within the WHO Country Office in Burundi, supporting national efforts to address the health impacts of climate change through a "One Health" approach. The consultant will work under the supervision of an international lead consultant and the coordination of the Emergency Preparedness and Response (EPR) Team Lead.
Job Purpose
The purpose of this consultancy is to strengthen the capacity of the Burundian health system to anticipate, prevent, and respond effectively to the health impacts of climate change. This involves conducting an integrated assessment of climate change impacts on health, identifying key climate-related health risks, and evaluating the health system's resilience. The ultimate goal is to develop a national strategy for adapting the health system to climate change, ensuring a multisectoral and operational approach that integrates gender considerations and promotes health security in the face of evolving environmental challenges.
Responsibilities
The consultant will support the international lead consultant in assessing climate change impacts on health in Burundi, including analyzing climate and health trends, population and health system vulnerabilities, and existing adaptation capacities. Key tasks include identifying and mapping climate-health risks and vulnerable populations, evaluating the health system's preparedness and resilience, and analyzing the integration of health issues into national climate change and development policies. The consultant will also apply climate and epidemiological modeling to project future health impacts and contribute to developing a national health adaptation strategy. Additionally, the consultant will be responsible for mobilizing national stakeholders, collecting and validating local data, facilitating access to information, and organizing consultations to ensure a comprehensive and inclusive strategy development process.
Work Experience
Essential: Minimum of 5 years of experience in public health and/or climate change-related projects. Proven experience in data collection, analysis, and interpretation. Good knowledge of the Burundian health system. Experience in conducting similar assessments is an asset.
Skills
Technical and analytical skills: Proven expertise in public health, epidemiology, and climate change, including vulnerability assessment tools. Proficiency in the "One Health" approach. Skills in health risk analysis, climate modeling, and strategic planning. Demonstrated experience in strategy development and implementation. Cross-cutting skills: Excellent writing, communication, and facilitation skills in French; ability to communicate in English. Proficiency in gender and social inclusion approaches. WHO-specific skills: Ability to work in a multicultural environment; communication and training capabilities; knowledge of health systems and IT management techniques.
