Organizational Context

The World Health Organization (WHO) is seeking a Consultant to strengthen Burundi's health system's capacity to anticipate, prevent, and respond to the health impacts of climate change. This role operates within the WHO's framework, contributing to national health resilience and adaptation strategies in Burundi.

Job Purpose

The primary purpose of this consultancy is to enhance the capacity of the Burundian health system to effectively manage and respond to the health consequences of climate change. This involves conducting a comprehensive assessment of current and projected climate change impacts on health, evaluating the health system's resilience, and developing a national adaptation strategy. The role aims to provide actionable insights and strategic recommendations to ensure the health system can better anticipate, prevent, and respond to climate-related health risks, with a focus on vulnerable populations and an integrated, multisectoral approach.

Responsibilities

The consultant will lead an integrated assessment of climate change impacts on health in Burundi, including morbidity and the overall health system, utilizing available data. This includes mapping climate-health risks, identifying priority geographical areas and vulnerable populations, and assessing the health system's preparedness and resilience. The role involves analyzing the integration of health concerns into national climate and development policies, applying climate and epidemiological modeling to project future health impacts, and developing a national health system adaptation strategy. The consultant will also collaborate with key national and international partners, and supervise national consultants.

Work Experience

Essential: Minimum 10 years of professional experience, with at least 7 years in climate change and environmental health, particularly in similar assignments. Experience with geospatial information systems, geodatabase management, environmental modeling, and remote sensing is required. Experience working with health institutions on climate change adaptation is desired. Desirable: Experience preparing technical documents for UN or international organizations, and working within such entities.

Skills

Proven expertise in public health, epidemiology, and climate change. Mastery of the 'One Health' approach and climate vulnerability analysis tools. Skills in health risk analysis, climate modeling, and strategic planning. Proven expertise and experience in strategic planning. Excellent writing, communication, and facilitation skills in French; ability to communicate in English. Proficiency in gender and social inclusion approaches.
