National Consultant, Sexual Misconduct Risk Assessment

WHO is committed to a safe and respectful work environment, with zero tolerance for sexual misconduct. In line with its policies, country offices must conduct regular risk assessments. WHO Country Office Myanmar is undertaking an independent assessment for 2026, covering core operations and emergency preparedness and response activities.
Job Purpose
The National Consultant for Sexual Misconduct Risk Assessment is recruited to conduct a comprehensive risk assessment for the WHO Country Office Myanmar. This role involves identifying potential risks, gaps, and needs related to sexual misconduct within the office's operations, including emergency preparedness and response. The ultimate goal is to develop a robust risk mitigation plan to ensure a safe and respectful environment for all stakeholders, aligning with WHO's zero-tolerance policy and strategic objectives for preventing and addressing sexual misconduct.
Responsibilities
The consultant will adapt the WHO sexual misconduct risk assessment tool and design the assessment methodology, developing an inception activity plan tailored to the Myanmar context. Key responsibilities include conducting field and office-level risk assessment activities, such as Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with relevant stakeholders. The consultant will present initial findings, highlight operational gaps, and facilitate a technical sharing session with WHO Myanmar staff on assessment results and proposed mitigation measures. Finally, the consultant will produce and submit the final WHO Sexual Misconduct Risk Assessment Report for 2026 and develop the corresponding Risk Mitigation Plan.
Work Experience
Essential: 5 to 10 years of relevant experience in preventing and responding to sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct, or humanitarian affairs. Desirable: Practical experience in safeguarding, child protection, GBV, or PSEA within emergency or humanitarian contexts, and demonstrated experience conducting similar risk assessments within UN agencies or INGOs.
Skills
Good understanding of preventing and responding to sexual misconduct, gender, and gender-based violence. Strong presentation, interpersonal communication, and computer skills. Integrity, objectivity, cultural sensitivity, and ability to maintain confidentiality and work under stress.
