National Consultant: Project Engineer

Organizational Context

The World Health Organization (WHO) in Kiribati, through a WHO/UNDP Global Environment Facility (GEF) project, is enhancing the climate resilience of health systems. This initiative involves refurbishing high-risk healthcare facilities to improve environmental sustainability, climate resilience, and WASH and waste management systems, ensuring service continuity during adverse conditions.

Job Purpose

The Project Engineer will oversee the evaluation, planning, and execution of refurbishment and retrofitting activities for designated healthcare facilities in Kiribati. This role ensures that all renovations adhere to WHO guidelines for climate-resilient and environmentally sustainable healthcare facilities, focusing on sustainability, climate resilience, WASH, and waste management. The engineer will collaborate closely with the Ministry of Health and Medical Services and the Ministry of Infrastructure and Sustainable Energy to ensure successful project implementation and enhance the capacity of health systems to withstand climate change impacts.

Responsibilities

Provide technical support for planning, coordinating, and monitoring the refurbishment of healthcare facilities, including solar energy and rainwater harvesting systems. Conduct needs assessments, site evaluations, and develop detailed work plans with timelines, resource allocation, and budget estimates. Support the procurement process by preparing technical documentation and evaluating bids. Supervise and monitor construction and installation works to ensure compliance with designs, quality standards, and timelines. Integrate climate resilience, environmental sustainability, and WASH standards into all interventions. Prepare regular progress reports, conduct final inspections, and certify completion of works. Coordinate with relevant ministries for scoping, reviewing Bills of Quantities, quality assurance, and reporting on refurbishment progress and completion.

Work Experience

Essential: Minimum of two years of relevant experience in government projects, such as building and maintenance of government buildings or healthcare facilities, with experience in outer island construction projects. Desirable: Experience managing construction/refurbishment projects (preferably healthcare), preparing work plans, developing Bills of Quantities, and working with green technologies or disaster-resistant constructions.
