Responsibilities
Advise the Head of WHO Country Office on all operational and administrative matters, interpreting policies and procedures. Provide solutions aligned with policy compliance and business needs, contributing to the office's overall direction. Assess and mitigate operational and administrative risks. Manage teams responsible for budget and finance, human resources, procurement, ICT, security, and general administration. Oversee financial resource management, including planning, monitoring, budgeting, and reporting. Participate in the formulation and negotiation of project proposals, ensuring compliance with regulations. Manage the human resources plan, ensuring timely recruitment and contract management. Guide workplan implementation and reporting. Oversee procurement of goods and services, ensuring value for money. Ensure office and staff security. Drive innovation in operational processes for improved efficiency and effectiveness, especially in emergency settings. Coordinate with the Business Operations network for process harmonization. Represent WHO in UN operations management teams and interagency meetings. Implement resource management procedures in emergency settings.
