The World Health Organization (WHO) seeks a Consultant for Fiscal Space Analysis to address the chronic underfunding of Sexual and Reproductive Health and Rights (SRHR) services in low- and middle-income countries. This role supports efforts to increase public financing for SRHR, aligning with global health and gender equality goals and strengthening national health financing strategies.
Job Purpose
The purpose of this consultancy is to conduct in-depth, country-level fiscal space analyses for SRHR. The consultant will identify, quantify, and rank actionable financing options to increase domestic public investment in SRHR services. The findings will be crucial for evidence-based advocacy, informing health financing dialogues, and ensuring SRHR is adequately integrated into national health financing strategies. This role directly contributes to achieving Universal Health Coverage and Sustainable Development Goals related to health and gender equality by generating the evidence needed to drive increased and sustainable public financing for essential SRHR services.
Responsibilities
The consultant will review existing health financing strategies, budgets, and SRHR policies to map current financing flows and identify data gaps. Key duties include quantifying current public expenditure on SRHR and estimating financing gaps. The consultant will identify and assess the feasibility of concrete options for increasing domestic public financing, such as behavioral taxes, levies, efficiency gains, and budget reallocations. Developing financing scenarios for short-, medium-, and long-term horizons is also required. Facilitating multi-stakeholder consultations to validate data and build national ownership, conducting a national validation workshop, and preparing a comprehensive analysis report and policy brief are essential responsibilities. The consultant will also develop a slide deck for dissemination.
Work Experience
A minimum of 7 years of professional experience in health financing, health economics, or public finance within low- and middle-income countries is essential. Demonstrated experience in conducting fiscal space analyses for health and quantitative analysis of public health expenditure (using tools like national health accounts and budget analysis) is required. Experience with domestic resource mobilization options, multi-stakeholder consultations, and report writing is desirable.
Skills
Advanced quantitative analytical skills, including proficiency in Excel-based financial modeling and statistical software (e.g., Stata, R). Strong communication and presentation skills for diverse audiences. Familiarity with health financing tools and databases. Excellent analytical and synthesis skills for evidence-based policy recommendations. Proficiency in Microsoft 365. Working knowledge of French or Portuguese is desirable.
