The WHO's Emergency Preparedness and Response (EPR) cluster aims to strengthen member states' capacity to manage health emergencies and coordinate international response. This role supports the EPR cluster's efforts in the Democratic Republic of Congo, specifically within the Tanganyika province, focusing on cholera and other epidemic-prone disease responses.
Job Purpose
The Data Manager will be responsible for the comprehensive management, analysis, and quality assurance of data collected during cholera and other epidemic responses in the Tanganyika province and other relevant geographical areas. This role is crucial for guiding response efforts by ensuring real-time data availability and accuracy. The Data Manager will also support local health zones and provincial health divisions in implementing data collection, processing, and analysis strategies according to established standard operating procedures, contributing to effective public health interventions and decision-making.
Responsibilities
Key responsibilities include improving real-time data management and information flow for epidemic response, inventorying and ensuring the availability of data collection tools, and training healthcare providers and staff on their correct use. The role involves supporting daily/weekly data collection and maintenance for key databases (alerts, IDSR, case follow-up), centralizing case-specific information for dashboard updates, and strengthening integrated systems through data cleaning and consistency checks. Additionally, the Data Manager will support synthesis and analysis of epidemiological and geospatial data, monitor attacks on the health system, contribute to SitReps and information products for advocacy, utilize the SNIS for supplementary data, and participate in relevant coordination and reporting meetings.
Work Experience
Essential: At least two years of relevant experience in data and/or information management. Proficiency in data collection software (DHIS2 Tracker, Kobo/ODK), Microsoft Office Suite, and data analysis/visualization tools (MS Excel, R, Python, ArcGIS, Power BI, SPSS, STATA).
Skills
Proven knowledge of data management and monitoring systems for emergency interventions and relief operations. Demonstrated skills in data collection, evaluation, analysis, and monitoring within a public health context. Experience with electronic databases, digital solutions, and mobile health applications. Ability to work under pressure and meet tight deadlines. Strong organizational and multitasking abilities. Excellent interpersonal skills, integrity, good judgment, teamwork, and diplomacy. Proficiency in French; practical knowledge of English is desirable.
