WHO and the Ministry of Health in Viet Nam have a long-standing collaboration focused on improving public health and strengthening the health system, guided by a jointly agreed Project Document for 2024-2027. A new emphasis is placed on delivering measurable country-level impact, aligning with WHO's strategic shift towards accountability for results. A Results Framework has been developed to ensure a data-informed approach to monitoring activities and linking them to outcomes and impact.
Job Purpose
The purpose of this consultancy is to provide essential data analytics support for monitoring and evaluating progress against the WHO Viet Nam Country Office Results Framework. This role will involve refining data products and analytics to effectively profile quantitative and qualitative progress towards agreed targets. Additionally, the consultancy will contribute to skills and capacity building for WHO Viet Nam staff in monitoring, evaluation, and impact measurement for priority projects with the Ministry of Health. The work directly supports the implementation of the joint Project Document and aligns with WHO's strategic focus on delivering measurable results and impact at the country level, as well as global initiatives like the Fourteenth General Programme of Work and the Regional Vision.
Responsibilities
The consultant will develop and refine a user-friendly Data Reporting Tool for the Results Framework, including qualitative review of baseline reports, technical specifications, and a practical data collection tool. They will provide analytical support for bi-annual reporting cycles, including data quality checks, visualization of progress, summary of impact stories, and preparation of draft reports. Support will also be provided for technical project advancement through data analytics and simple visualizations, assisting with data collection and reporting gaps, and developing recommendations for high-quality disaggregated data. Capacity building for technical officers on data collection, reporting, and analytics, including the integration of gender equality and social inclusion considerations, is a key responsibility. The consultant will also support the 2027 mid-year reporting cycles, coordinating with technical teams and preparing necessary analytical materials.
Work Experience
A minimum of 5 years of relevant experience is required, including proven experience in preparing epidemiological updates, analytical briefs, dashboards, public health profiles, and results frameworks/tools for public health program monitoring and evaluation. Experience with WHO or other international agencies in data analytics and results framework development, monitoring, and evaluation, particularly in an international context, is desirable.
Skills
Strong knowledge of epidemiological disease surveillance, health information management, and national health standards. Experience in identifying, capturing, and consolidating public health metrics. Ability to clean, validate, analyze, interpret, and communicate public health data using standardized indicators and quality checks, including with genAI tools. Proficient in data synthesis and visualization for technical audiences. Basic working knowledge of Excel, R or similar analytical tools, Microsoft Power BI, and GIS software (QGIS or ArcGIS). Proficiency in applying genAI tools for knowledge management and data analytics. Good organizational, oral, and written communication skills, including report and presentation development. Expert knowledge of English and good knowledge of Vietnamese are required.
