Organizational Context
The Monitoring, Evaluation, Special Initiatives and Change Management (MSC) Unit functions as a strategic performance governance and intelligence hub, driving organizational change. It supports leadership with monitoring, evaluation, learning, accountability, and strategic initiatives. MSC provides analysis, identifies risks, and informs evidence-based decision-making across the Region. This roster aims to enhance MSC's capacity with specialized expertise.
Job Purpose
The primary purpose of this role is to establish a roster of pre-qualified consultants and subject-matter experts to augment the capacity of the Monitoring, Evaluation, Special Initiatives and Change Management (MSC) Unit. These experts will provide specialized support in performance governance, intelligence, and organizational change across the Region. Consultants will contribute by conducting critical assessments, evaluations, reviews, and program audits, offering recommendations and findings. They will also be responsible for developing essential methodologies, frameworks, standards, guidance documents, and analytical products like dashboards and scorecards. Furthermore, experts will perform implementation research, case studies, landscape scans, and foresight exercises. Their contributions will include producing strategic briefs and governance reports for leadership decision-making, supporting the implementation of special initiatives, and facilitating organizational change and transformation. This role is crucial for enhancing evidence-based decision-making, identifying risks, and closing performance gaps, thereby strengthening the MSC Unit's strategic function and overall regional performance.
Responsibilities
Consultants on this roster will undertake a range of key responsibilities to support the MSC Unit's strategic objectives. These include conducting comprehensive assessments, evaluations, reviews, and program audits, providing actionable recommendations and findings to improve performance. They will be responsible for developing robust methodologies, frameworks, standards, and guidance documents to enhance operational effectiveness and consistency. A core duty involves creating sophisticated dashboards, scorecards, and various analytics products, complete with supporting documentation, to provide critical performance intelligence. Experts will also conduct in-depth implementation research, case studies, landscape scans, and foresight exercises to inform strategic planning and future initiatives. Furthermore, they will produce strategic briefs and governance reports crucial for leadership decision-making and accountability. Responsibilities extend to actively supporting the implementation of special initiatives and organizational change and transformation efforts across the Region. Finally, consultants will facilitate impactful workshops, retreats, and leadership sessions, ensuring clear outcomes and action points, and provide essential coaching, facilitation, and mentoring support to build internal capacity.
Work Experience
A minimum of five years of relevant professional experience is required, with a demonstrated track record in at least one of the specified expertise areas. Experience working with international organizations, governments, academia, NGOs, development partners, or within WHO, UN agencies, multilateral organizations, or public institutions is essential.
Skills
Strong analytical, report-writing, and communication skills. Proficiency in Monitoring, Evaluation, Implementation, Project Management, Change Management, Coaching, and Facilitation. Fluency in English or French is required; Portuguese is an asset.
