Organizational Context

The WHO Health Emergencies Programme (WHE) in the Eastern Mediterranean Region is building on the success of Phase 1 of the Public Health Intelligence (PHI) initiative. To foster collaboration and knowledge exchange, a regional PHI Community of Practice is being established. This consultancy supports the consolidation of the PHI workstream, ensures technical support continuity, and aids in expanding PHI activities to new countries.

Job Purpose

This consultancy aims to support the ongoing implementation of the Public Health Intelligence (PHI) initiative within the Eastern Mediterranean Region. The role will focus on advancing Phase 1 follow-up activities, operationalizing the regional PHI Community of Practice, and facilitating the expansion of PHI implementation to additional countries. A key aspect will be the deployment and support of the Epidemic Intelligence from Open Sources (EIOS) system. The consultant will ensure continuity of technical guidance and support, contributing to the strengthening of public health emergency preparedness and response capabilities across the region.

Responsibilities

Support and enhance the Regional Public Health Intelligence (PHI) Community of Practice by developing and implementing a workplan, organizing regular virtual sessions for focal points, and producing summary notes of key engagements. Provide ongoing technical guidance for PHI implementation in Phase 1 countries and support the orientation, training, and initial implementation for new countries interested in PHI and EIOS. Document progress, achievements, challenges, and recommendations for PHI scale-up. Facilitate partnership coordination and stakeholder engagement by developing and updating relevant documents and materials, coordinating engagement meetings, and preparing for regional and country-level PHI activities.

Work Experience

Requires 5 to 10 years of professional experience in public health and epidemiology, with specific expertise in disease surveillance systems. Demonstrated experience in implementing or managing health surveillance systems in humanitarian or resource-limited settings is essential. Previous experience with the UN system or international organizations, including international assignments, is also required.

Skills

Strong knowledge of Public Health Intelligence (PHI), disease surveillance frameworks, and WHO guidelines for public health emergencies. Skilled in stakeholder engagement, needs assessments, and integrating user feedback into digital health solutions. Proficient in technical writing, including documenting technical specifications and user guides. Expert proficiency in English is required. Intermediate or higher proficiency in Arabic is desirable.
