Organizational Context
The World Health Organization (WHO) Regional Office for Africa (AFRO) is responsible for planning, executing, and evaluating WHO programs across the region. The Office of the Regional Director (ORD) plays a crucial role in strengthening alignment and joint work across all organizational levels, ensuring efficient and effective management of regional operations.
Job Purpose
This role supports the Regional Director in the efficient and effective management of the Office of the Regional Director. The primary purpose is to provide expert legal counsel to the Regional Director and senior leadership on all matters pertaining to WHO's operations within the African Region. This includes advising on the legal implications of strategic decisions, partnerships, and regional initiatives, reviewing official documentation for compliance with rules and regulations, and assisting in the legal preparation for high-level meetings. The role is key in mitigating legal risks, ensuring compliance with WHO standards, and supporting the execution of administrative decisions requiring legal expertise, thereby strengthening the capacity of the Regional Director's Office.
Responsibilities
Provide comprehensive legal counsel to the Regional Director and senior leadership concerning WHO operations in the African Region. Advise on the legal ramifications of strategic decisions, partnerships, and regional initiatives. Review and interpret official documentation, rules, and regulations to enhance efficiency and mitigate risks. Support the legal preparation and conduct of the WHO Regional Committee and other high-level meetings. Draft and review resolutions, declarations, and procedural documents to ensure adherence to WHO's legal framework. Develop strategies to minimize legal exposure and ensure compliance with WHO standards. Assist in the execution of administrative decisions that require legal expertise. Support the Regional Director in enhancing the capacity of their office. Undertake other related duties as assigned, including support in other work areas.
Work Experience
Essential: A minimum of 5 years of professional experience in legal advisory roles, preferably within government or public health institutions. Desirable: Experience working in or with African countries or regional bodies.
