The World Health Organization (WHO) is working to ensure Sexual and Reproductive Health and Rights (SRHR) are central to Universal Health Coverage and Sustainable Development Goals. This initiative aims to address the underrepresentation of SRHR interventions in national health packages by developing and utilizing a standardized SRHR costing tool. The goal is to generate country-level cost estimates to inform health financing and planning decisions.
Job Purpose
The purpose of this consultancy is to support countries in costing their SRHR strategies and packages using the WHO SRHR costing tool. The role involves adapting the tool with country-specific data, generating cost estimates, and conducting sensitivity analyses. The consultant will translate these findings into actionable evidence products, including a country costing report and a policy brief, to advocate for increased investments in SRHR. This work directly contributes to expanding health benefit packages, scaling up services for women and young people, and prioritizing SRHR within national health systems, ultimately driving progress towards SDG 3 and SDG 5.
Responsibilities
Under the supervision of a technical officer, the consultant will conduct several key tasks. This includes reviewing proposed health service packages and strategic plans, identifying and analyzing country-specific cost data (unit costs, personnel, commodities, overheads), and adapting the SRHR costing tool with this data. The consultant will run the tool to generate cost estimates and perform sensitivity analyses. A crucial part of the role involves facilitating a workshop with stakeholders to validate preliminary results and assumptions. Finally, the consultant will prepare a comprehensive country costing report detailing methodology, findings, and policy implications, along with a concise policy brief and a slide deck for dissemination to policymakers and stakeholders.
Work Experience
Essential: Minimum of seven years of professional experience in health systems, health economics, or health financing in low- and middle-income countries. Demonstrated experience with health intervention costing methodologies, and prior experience in costing health benefit packages or essential health service packages. Desirable: Experience in reproductive and maternal health policy analysis.
Skills
Strong communication skills, ability to tailor information for diverse audiences, excellent analytical and writing skills, experience in stakeholder consultations and workshop facilitation, proficiency in Microsoft 365, familiarity with health systems and costing tools (e.g., WHO OneHealth Tool, CostIt, Excel models).
