Operations Technician
Organizational Context
The World Health Organization (WHO) in Sudan aims to improve the effectiveness of its fleet services. This role supports the WHO Representative's Office in Sudan, ensuring the availability, safety, and cost-efficiency of vehicles for program and operational needs.
Job Purpose
The Operations Technician is responsible for enhancing the efficiency of WHO Sudan's fleet services. This involves ensuring transport availability for operational requirements, supporting the safe and cost-effective use of vehicles, and maintaining accurate fleet data. The role contributes to improving road safety performance, reducing negative transport impacts, and providing data for informed fleet management decisions through regular reporting and performance monitoring.
Responsibilities
Manage transport requests and daily vehicle allocations via the Transport Booking System. Support vehicle pool management, including allocation, driver rosters, and replacement arrangements. Maintain comprehensive daily vehicle movement records, log sheets, and transport files for audit purposes. Monitor rented vehicles and drivers for compliance with WHO requirements. Inspect vehicles for roadworthiness and safety equipment, reporting defects promptly. Schedule and follow up on preventive maintenance and repairs. Collect, verify, and enter fleet data into Tracpoint/FMS, ensuring data accuracy and timeliness. Support the production of monthly fleet reports and KPI summaries. Verify rental, maintenance, and fuel invoices before payment processing. Assist with fuel management and reconciliation. Maintain driver records and support road safety initiatives through driver briefings and VTS administration. Document road traffic crashes and maintain organized fleet files. Liaise with service providers and support field mission arrangements as needed.
Work Experience
Essential: Minimum of three years of relevant experience in fleet, transport, logistics, administration, data management, or operations support. Desirable: Experience with UN agencies or international organizations, and familiarity with fleet management systems (Tracpoint/FMS, TBS, VTS), vehicle rental, fuel control, maintenance, or KPI reporting.
Skills
Proficiency in transport and fleet administration procedures. Ability to manage vehicle allocations, driver rosters, and documentation. Knowledge of fleet data management, including fuel, maintenance, and KPI reporting. Strong computer skills (MS Office, Excel) and ability to learn fleet management software. Attention to detail for invoice verification. Good communication skills for briefing drivers and staff. Ability to multitask and work independently in a multicultural environment. Basic understanding of vehicle maintenance.
