Strengthening Regulatory EMR Consultant

Organizational Context

The World Health Organization (WHO) in the Eastern Mediterranean Region (EMR) faces a critical health workforce shortage, exacerbated by complex emergencies. To address this, Member States adopted a resolution to invest in a resilient health workforce, focusing on strengthening and aligning health practitioners' regulation to ensure competent and safe healthcare delivery across the region.

Job Purpose

This consultancy aims to strengthen and align health practitioners' regulation within the Eastern Mediterranean Region (EMR) as part of the WHO's flagship initiative on investing in a resilient health workforce. The role will provide technical guidance and develop strategic common frameworks to enhance regulatory functions, ultimately improving the quality of healthcare and patient safety. By diagnosing policy-practice gaps and fostering collaboration among regulatory institutions, the consultancy will contribute to building a fit-for-future health workforce capable of achieving Sustainable Development Goals, Universal Health Coverage, and Health Security.

Responsibilities

The consultant will conduct a comprehensive situation analysis of health practitioner regulation across EMR countries, developing methodologies and tools for data collection and analysis. This includes identifying policy-practice gaps and capacity limitations. The consultant will design and facilitate consultations with high-level officials and stakeholders to discuss findings and develop common frameworks. Key deliverables include developing three frameworks covering system elements for regulatory design, entry-to-practice standards, and a common code of conduct. The consultant will also facilitate regional consensus-building and alignment on these frameworks through awareness sessions.

Work Experience

Over 10 years of relevant experience in public health, health workforce policies, planning, and regulation of health practitioners. International experience is required. Previous collaboration with WHO or other UN agencies is desirable.

Skills

Extensive background and international experience in health practitioners’ regulation. Excellent experience supporting health workforce regulation in similar contexts. Excellent report writing and analytical skills. Proficiency in English (written and verbal).
