International Consultant - Health Cluster Strategic Preparedness, Planning And Partner Response
Organizational Context
The WHO Health Cluster team operates in a complex humanitarian environment in Gaza and the West Bank, characterized by conflict, access barriers, and critical health needs. The team coordinates over 100 partners in Gaza, adapting to dynamic situations and ensuring essential health services. This role provides crucial technical and strategic planning support to the Health Cluster Team and its partners under the national coordinator's oversight.
Job Purpose
The purpose of this consultancy is to provide specialized technical and strategic support to the oPt Health Cluster in strengthening health sector analysis, planning, preparedness, monitoring, and response activities. The consultant will contribute expertise to developing health needs assessments, strategic plans, operational response plans, and monitoring frameworks for Gaza and the West Bank. This role supports evidence generation, stakeholder consultations, and data analysis to inform humanitarian health programming, particularly for vulnerable populations. By providing technical inputs and analytical support within the IASC framework, the consultancy aims to enhance the technical quality and coherence of health sector strategies and response processes involving all health sector partners in the occupied Palestinian territory.
Responsibilities
The consultant will provide technical expertise for the development of a Health Needs Assessment and Gap Analysis Report for Gaza and the West Bank, including recommendations for the 2027 planning cycle. Responsibilities include developing the 2027 Health Cluster People in Need (PiN) and Targeting Methodology, and the Health Cluster Component of the 2027 Humanitarian Needs and Response Plan (HNRP). The role also involves developing Health Sector Contingency and Response Planning Packages, an Integrated Health Cluster Team Operational Work Plan for 2027, and a Health Cluster Partner Planning and Coordination Package. Additionally, the consultant will develop an Indicator-Based Health Cluster Monitoring and Evaluation Framework for the occupied Palestinian territory.
Work Experience
A minimum of seven years of relevant experience at national and international levels is required, focusing on developing and promoting collaborative partnerships in emergency and humanitarian relief operations. Experience in managing and coordinating health programs in both chronic and acute emergencies is essential. Relevant work experience within WHO, other UN agencies, health cluster partners, or humanitarian organizations is desirable.
Skills
Demonstrated knowledge of rapid response operations and public health implementation in emergencies. Ability to identify and manage difficult situations. Leadership skills for multidisciplinary and multinational staff. In-depth knowledge of emergency relief policies and practices within UN, donor agencies, and NGOs. Sound knowledge of disaster prevention, preparedness programs, and incident management systems. Excellent negotiation skills and ability to convene stakeholders and facilitate policy processes.
