National Consultant To Support Measles Control In Hospital Settings, Improvement Of IPC Practices And AMR Action Plan Drafting
Organizational Context
The WHO Country Office in Ukraine supports national efforts to control vaccine-preventable diseases, including measles. Despite improvements, suboptimal immunization coverage leads to immunity gaps and ongoing transmission. The office also strengthens antimicrobial resistance (AMR) and infection prevention and control (IPC) practices within the healthcare system.
Job Purpose
This consultancy aims to bolster Ukraine's capacity in measles outbreak preparedness and response, particularly within hospital settings. The role will focus on updating existing response plans based on recent experiences and identified gaps. Additionally, the consultant will contribute to strengthening national AMR and IPC strategies, including developing action plans and documenting best practices. The objective is to enhance the healthcare system's resilience against vaccine-preventable diseases and improve overall infection control measures, aligning with national and WHO priorities for public health security.
Responsibilities
The consultant will update technical recommendations for measles outbreak preparedness and response, focusing on preventing and managing intra-hospital transmission. This includes incorporating lessons learned from recent outbreaks and assessments of healthcare facilities. The role involves providing technical contributions to the national AMR and IPC agenda, specifically by developing proposed activities for the 2027-2028 National Action Plan on AMR prevention. Furthermore, the consultant will document best practices in IPC, AMR, and healthcare quality, such as hand hygiene and waste management. Stakeholder engagement and coordination support for AMR/IPC implementation, including facilitating consultations, are also key responsibilities.
Work Experience
Essential: Five years of experience in hospital epidemiology and IPC, with relevant experience in Ukraine. Desirable: Proven experience working with international and national technical partner agencies, such as the Ukrainian Ministry of Health.
Skills
Essential: Knowledge of national and international best practices in infection prevention and control (IPC), strong communication skills, ability to work in a team, and proficiency in standard computer applications. Desirable: Advanced skills in epidemiological tools.
