Organizational Context

The WHO Country Office in Viet Nam provides technical assistance to the Ministry of Health on health legislation, aligning with the Western Pacific Regional Action Agenda. This role supports the development and revision of modern, effective legal frameworks for health system priorities, contributing to Universal Health Coverage and Health Security.

Job Purpose

This consultancy aims to provide technical expertise to the WHO Representative Office in Viet Nam, supporting the Ministry of Health in strengthening the legal and institutional foundations of the health system. The role will involve consolidating technical advice on key legislative documents, conducting regulatory analyses, and tracking the legislative agenda. The ultimate goal is to enhance the effectiveness of health legislation in Viet Nam, contributing to the achievement of UHC, Health Security, and Healthier Populations objectives through improved implementation of rules and regulations.

Responsibilities

The consultant will consolidate technical advice on key legislative documents for their development and revision, producing documents with consolidated technical input from WHO on specific laws and secondary legislation. They will conduct analyses of regulatory and institutional frameworks related to strategic health priorities, providing reports with potential legal and regulatory options. Additionally, the consultant will track the legislative agenda in Vietnam, reporting on the status of health-related laws and government legal documents, and highlighting points of interest to the WCO. Monthly progress reports will also be required, detailing work against deliverables.

Work Experience

A minimum of 5 years of experience in health legislation and health policy development, with specific expertise in health-related legislation in Vietnam, is required. Prior experience working with the Government of Viet Nam or within the Western Pacific Region on health legislation is desirable.

Skills

Strong analytical and communication skills. Proficient written and spoken English. Knowledge of the Vietnamese health system. Specific technical knowledge of health legislation processes in Vietnam is desirable.
