Job Purpose
This role supports the delivery of essential services and transactions within the WHO Country Office in Lithuania, focusing on operational areas such as finance, human resources, procurement, and information technology. The incumbent will assist in maintaining operational efficiency, ensuring adherence to WHO procedures and regulations, and facilitating smooth service delivery to clients, staff, and partners. By providing crucial administrative and operational support, this position contributes to the effective implementation of WHO's country-level work plans and the overall mandate of promoting healthier populations, ensuring global health security, and protecting vulnerable groups through Universal Health Coverage.
Responsibilities
The incumbent will support the delivery of services and transactions in specialized operational areas including finance, human resources, procurement, logistics, and IT management. Key duties involve sharing procedural information with stakeholders, ensuring consistency and adherence to rules, and supporting the execution of standard processes aligned with business plans. The role includes escalating areas for process improvement to enhance client service, efficiency, and effectiveness. Specific responsibilities cover performing finance support services (imprest accounts, payments, budget administration), human resources support (contract management, recruitment, onboarding), procurement support (requisitions, tender administration, supplier management), IT support (infrastructure, applications, hardware/software maintenance), logistics and transportation administration, inventory management, and travel administration.
Work Experience
Essential: A minimum of three years of relevant work experience in administering support services and transactions within operational areas such as finance, human resources, procurement, or information technology management. Desirable: Experience in administrative support roles within WHO or another UN agency, and familiarity with Oracle-based or other ERP systems.
Skills
Proficiency in WHO support procedures and practices in financial, human resources, procurement, and/or IT support. Strong interpersonal skills, flexibility to manage competing priorities in a fast-paced environment. Competence in computer and office software packages, web-based management systems, ERP systems, and Cloud Management Enterprise Systems (e.g., Workday). Expert knowledge of English and the local language is essential.
