HR Assistant
Organizational Context
The World Health Organization (WHO) Country Office in Ukraine operates under the Health Emergencies Programme, dedicated to assisting countries in preventing, preparing for, detecting, responding to, and recovering from health emergencies. This role supports the programme's operational and administrative functions within Ukraine.
Job Purpose
The HR Assistant provides crucial support to the responsible HR Officer(s) in managing recruitment and selection processes for various staff categories and consultants. This includes drafting and posting vacancy notices, screening applicants, coordinating interviews and testing, conducting reference checks, and maintaining recruitment records. The role also involves assisting staff and applicants with HR-related queries, liaising with the Global Service Centre, and ensuring efficient case management and reporting. The primary goal is to facilitate timely and effective recruitment and HR administration to support the WHO's mission in Ukraine.
Responsibilities
Key responsibilities include assisting in identifying and implementing outreach strategies to attract talent, sourcing candidates through various channels, and managing job postings and social media for recruitment. The role involves supporting the recruitment of fixed-term staff, temporary staff, and consultants by drafting and posting vacancy notices, screening applications, and preparing candidate summaries. Additionally, the HR Assistant coordinates interview logistics, conducts reference checks, maintains recruitment databases and tracking systems, and prepares preliminary reports. The position also requires providing assistance to staff and applicants, liaising with the Global Service Centre for clarification on HR cases, and managing administrative aspects of meetings and selection panels. The role includes drafting HR correspondence and performing other related duties as assigned.
Work Experience
A minimum of five years of relevant experience in HR or administrative work is required. Two years of recent experience within a WHO or UN administrative division, particularly in Human Resources, is desirable for a strong understanding of relevant regulations and procedures.
Skills
Essential skills include strong analytical abilities, good judgment, excellent organizational skills, high attention to detail, and the ability to prioritize effectively. Proficiency in drafting clear and concise English correspondence is necessary. Discretion, tact, and the ability to handle confidential information are crucial. The role requires the ability to liaise with people at all levels, proactively search for information, plan ahead, and work effectively under pressure. Customer orientation, cultural sensitivity, good business ethics, self-motivation, flexibility, and innovation are also valued. Good knowledge of WHO rules and procedures is desirable.
