National Consultant - Digital Health Technical Integration Support
Organizational Context
The WHO Country Office in Kyrgyzstan is implementing the Joint Programme "Bridging the Digital Health Divide" (June 2024 – June 2027), funded by the UN Joint SDG Fund. This initiative, co-implemented with UNDP, UNICEF, and UNFPA, aims to enhance Kyrgyzstan's digital health information system (d-HIS) ecosystem. WHO, as the Lead PUNO, requires specialized technical advisory support to ensure the effective delivery of the programme's objectives across policy, standards, service provision, and telemedicine.
Job Purpose
This consultancy provides specialized technical advisory and analytical support to the WHO Country Office's Joint Programme (JP) Secretariat in Kyrgyzstan. The role is crucial for the effective implementation of the "Bridging the Digital Health Divide" initiative, which aims to strengthen the national digital health information system (d-HIS). The consultant will contribute to key programme outputs, including policy development, standards and interoperability, integrated service provision, capacity building, and telemedicine services. By offering expert guidance and analysis, the consultant will help identify and address implementation gaps, ensure alignment with national priorities, and facilitate the successful achievement of the JP's goals within the defined timeframe, ultimately contributing to improved digital health infrastructure and services in the Kyrgyz Republic.
Responsibilities
The consultant will be responsible for providing comprehensive technical advisory and analytical support to the WHO Country Office for the Joint Programme "Bridging the Digital Health Divide." Key duties include developing an inception report that assesses the current implementation status, identifies integration gaps, maps stakeholders, and proposes a technical advisory approach. The consultant will also prepare analytical briefs synthesizing progress, identifying bottlenecks, and offering evidence-based recommendations for all partner agencies. Furthermore, they will produce technical materials for the JP Steering Committee meetings, provide inputs to Operational Committee processes, and contribute to WHO's Country Cooperation Strategy. This involves preparing technical advisory notes, analytical reports on implementation progress, and comprehensive final reports detailing outcomes and recommendations for future digital health initiatives.
Work Experience
Essential experience includes at least 5 years in digital governance, digital health, or information systems, with a focus on technical advisory or analytical support in public or multi-stakeholder settings. Proven experience with national health information systems or digital health platforms is required, as is prior work within national government or public sector health/digital agencies. Experience in developing or implementing national digital health programs, information systems, or interoperability frameworks is also essential. Desirable experience includes working with international organizations.
Skills
Essential skills include in-depth knowledge of national digital governance frameworks, inter-agency workflows, and regulatory procedures. Familiarity with Kyrgyzstan's national e-government ecosystem, interoperability platforms, and data exchange mechanisms is required. Knowledge of national digitalization and digital health strategies, with the ability to align programme activities with government priorities, is also essential. The role requires strong analytical and advisory capabilities.
