Organizational Context

The WHO Health Emergencies Programme (WHE) builds Member State capacity to manage health risks and coordinates international responses to outbreaks and health emergencies. The Emergency Management Operations (EMO) unit ensures effective health services for affected populations, focusing on strong incident management, coordination, assessments, and operational support. This role is within the SEARO regional office.

Job Purpose

The Technical Officer (Health Emergency Operations Centre) will manage the SEARO Health Emergency Operations Center (HEOC), overseeing its infrastructure, plans, and daily operations. During emergencies, this role supports WHO SEARO's response by managing the HEOC and assisting Member States in establishing or activating their own HEOCs. The position also involves acting as a focal point for HEOC-related communications, contributing to capacity-building through training, and supporting HEOC development in priority countries. Additionally, the role provides backstopping for the EMO team during initial emergency responses and ensures comprehensive support for Member States' measurable results.

Responsibilities

Manage the SEARO Health Emergency Operations Center (HEOC), including its infrastructure, plans, procedures, and information management. During emergencies, support WHO SEARO's response and assist Member States in establishing/activating their HEOCs. Document SEARO emergency response activities and serve as the primary contact for HEOC-related communications with Member States and regional networks. Contribute to training activities on Health Emergency Operations Centers and support HEOC development in priority countries. Provide initial response backstopping for the EMO team and participate in relevant meetings. Deliver technical and administrative support to strengthen country office capacity and achieve measurable results.

Work Experience

Essential: Minimum of five years of relevant experience, including some international experience in public health, management, coordination, or health emergency management within UN systems, government, or NGOs. Desirable: Experience in coordination and external relations within health emergency operations.

Skills

Organizational and IT skills, ability to multitask under pressure, excellent interpersonal skills, proven ability to build relationships with stakeholders, diplomacy, tact, and courtesy. Expert knowledge of English is essential.
