Consultant - Climate Change And Health Financing, WHO ACE

Organizational Context

The WHO Asia-Pacific Centre for Environment and Health (ACE) is expanding its work on climate-health financing to address the significant risks climate change poses to health systems in the Western Pacific Region. This includes supporting countries in developing investment-ready priorities and strengthening partnerships with development banks and financing institutions, particularly for Small Island Developing States facing vulnerability and limited access to climate finance.

Job Purpose

This consultancy aims to provide coordination and technical support to WHO ACE in advancing climate and health financing, climate diplomacy, and regional initiatives. The role will support engagement with Member States and financing partners to strengthen climate-health investment, implement the ACE-FIT methodology, and contribute to advocacy and partnership activities, including engagement related to Pre-COP and COP processes. Key objectives include supporting applied research, coordinating workshops, preparing technical materials, and managing knowledge for partnerships and deliverables.

Responsibilities

The consultant will support ACE's engagement in pre-COP and COP31 processes, including positioning health within climate negotiations and dialogues. This involves developing advocacy materials, key messages, briefing notes, speeches, and presentations. The role requires coordination with WHO HQ, regional divisions, country offices, and external partners on climate-health advocacy priorities and identifying opportunities to integrate health into climate finance and policy discussions. Additionally, the consultant will develop case studies on climate and health co-benefits, support strategic engagement with multilateral development banks and climate funds, and contribute to developing materials linking climate-health outcomes to investment priorities. Support will also be provided for the ACE-FIT initiative, including workplan management, country assessments, developing standardized materials, and facilitating workshops. Collaboration on the AIIB-WHO-World Bank partnership will involve coordinating activities, refining country pipelines, and supporting the development of financing opportunities and investment concepts.

Work Experience

Essential: Minimum of 2 years of demonstrated experience in climate finance, international development, or health systems strengthening at an international level. Desirable: Experience working with UN agencies, multilateral development banks, or similar institutions; experience supporting multi-stakeholder partnerships and coordination; and experience supporting/engaging with UNFCCC and COP processes.
