National Consultant - Health Service Delivery: Srmnch (west Bank)
Organizational Context
The World Health Organization (WHO) operates in Palestine, where the health system is severely strained due to ongoing hostilities and attacks on healthcare facilities. This situation disproportionately affects vulnerable populations, particularly women and children, disrupting essential Sexual, Reproductive, Maternal, Newborn, Child, and Adolescent Health (SRMNCH) services. The consultant will support WHO's efforts to strengthen emergency preparedness and response for SRMNCH in the West Bank.
Job Purpose
The purpose of this consultancy is to support the World Health Organization (WHO) in strengthening emergency preparedness and response for Sexual, Reproductive, Maternal, Newborn, Child, and Adolescent Health (SRMNCH) services in the West Bank. The role aims to ensure the continuous availability, coordination, and sustainability of critical health services, particularly during emergencies. This involves addressing gender-sensitive concerns, improving accessibility, and maintaining service continuity for women, children, and marginalized populations. The consultant will contribute to enhancing the resilience of the health system in the face of ongoing challenges, ensuring that essential SRMNCH services remain accessible and of high quality.
Responsibilities
The consultant will be responsible for mapping health policies, guidelines, and protocols related to SRMNCH, providing prioritized recommendations for WHO support. This includes conducting a needs assessment for life-saving SRMNCH supplies, overseeing their procurement, and managing their distribution for emergency preparedness and essential services. The consultant will also develop a quality improvement plan for Q4 and 2027, incorporating initiatives like the Baby-Friendly Hospital initiative and the Early Essential Newborn Care (EENC) rollout. Additionally, they will report on nutrition capacity strengthening activities and the implementation of SRMNCH emergency preparedness measures. The role involves developing a capacity-building plan for Ministry of Health staff and other organizations for 2027, attending relevant meetings, documenting minutes with action points, and undertaking any other assigned tasks to support SRMNCH and nutrition activities.
Work Experience
Essential experience includes 10 years in SRMNCH programming in the West Bank, with familiarity in SRMNCH service delivery, procurement processes, and healthcare infrastructure. Proven experience in conducting health system assessments, evaluations, or research, especially in conflict-affected areas, is also required. Desirable experience includes knowledge of UN system procedures, reporting requirements, and ethical practices.
