Job Purpose
The purpose of this consultancy is to conduct a mid-term evaluation of the WHO project "Strengthening access to quality primary health care services for Syrian refugees and host communities in Jordan (2024-2027)". This evaluation, commissioned by WHO in collaboration with the Ministry of Health and the EU, will assess WHO's contribution to improving equitable access to quality PHC. It will focus on progress at the mid-point, implementation effectiveness, emerging results, and strategic positioning within the Jordanian health sector context. The findings will inform ongoing project adjustments and future strategic planning for health service delivery to both refugees and host communities.
Responsibilities
The consultant will conduct a mid-term evaluation of the project "Strengthening access to quality primary health care services for Syrian refugees and host communities in Jordan (2024-2027)". This involves assessing WHO's contribution to equitable access and quality of PHC services. Key duties include evaluating progress against project objectives, analyzing implementation performance, identifying emerging results and challenges, and assessing the project's strategic positioning. The consultant will utilize participatory and utilization-focused evaluation methods, employing qualitative and quantitative data collection and analysis. Responsibilities also include managing data limitations, evaluating the incorporation of health equity, gender equality, and human rights, and producing high-quality evaluation products within a defined timeline. Collaboration with WHO, the Ministry of Health, and the EU Delegation is essential.
Work Experience
A minimum of 10 years of experience in conducting evaluations, preferably in public health, emergencies, or development sectors, is required. Experience in country-level strategic/program evaluations, with a focus on the Middle East, is essential. Proven experience with participatory and utilization-focused evaluations, including qualitative and quantitative data collection and analysis, is necessary.
Skills
Demonstrated knowledge of public health, humanitarian/emergency programs, health systems strengthening, and primary healthcare. Proven experience in participatory and utilization-focused evaluations, qualitative and quantitative data collection and analysis, and handling data limitations. Experience evaluating health equity, gender equality, and human rights in programs. Knowledge of organizational reform in multilateral or UN organizations. Strong interpersonal and communication skills. Excellent English proficiency; Arabic is an asset.
