Organizational Context
The Department of Human Resources and Talent Management (HRT) at WHO is responsible for developing and implementing organization-wide HR strategies and providing global HR advisory services. This includes policy development, organizational design, talent management, compensation and benefits, legal advisory services, and inter-agency HR initiatives, supporting WHO's mission and member states.
Job Purpose
This role supports the Department of Human Resources and Talent Management (HRT) by contributing to the development and execution of workforce plans aligned with client group objectives. The position involves advising on HR matters, leading recruitment processes, ensuring compliance with policies, and supporting staff performance and career development. The incumbent will also contribute to HR analytics, documentation, and project implementation, ensuring efficient and effective HR operations within WHO, thereby supporting the organization's strategic goals and the well-being of its staff.
Responsibilities
Develop and implement workforce strategic plans, ensuring optimal human resource utilization. Provide expertise in job design and classification, and advise on appropriate contract types. Lead and support recruitment and selection processes, ensuring diversity and adherence to regulations. Administer selection procedures and serve on selection panels. Advise on entitlements and benefits, liaising with HR legal on complex cases. Support client groups in managing performance, career progression, and professional development. Collaborate with HR Business Partners and counterparts to address HR matters and contribute to projects. Compile and analyze HR data for reports and evidence-based decision-making. Support the development of HR documentation and standard operating procedures. Assist in the implementation of HR projects and initiatives, including workforce planning and process improvements. Participate in task forces and working groups as needed.
Work Experience
Essential: Minimum of five years of progressive experience in human resources management with international exposure, focusing on talent management or administrative law. Proven experience advising senior management and working in emergency contexts. Desirable: HR experience within the UN system or a multinational environment, with at least two years of international experience. Experience handling sensitive cases and in country offices.
Skills
Knowledge of HR management principles, policies, and best practices, including outreach, screening, recruitment, and interview techniques. Proficiency in data management and statistics. Familiarity with IT-based recruitment systems and ERP systems. Knowledge of international organizations' HR practices is advantageous. Strong communication and collaboration skills are essential.
