Finance Officer (transactional Assurance)
Organizational Context

Job Purpose
The purpose of this role is to strengthen financial and quality assurance within the Eastern and Mediterranean Regional Office. This involves ensuring effective internal controls, economical resource utilization, reliable information integrity, and compliance with all relevant policies and regulations. The position plays a crucial part in upholding WHO's accountability obligations to Member States and donors by providing confidence in the efficiency, effectiveness, and compliance of financial transactions.
Responsibilities
Key responsibilities include coordinating the regional assurance plan based on operational environment assessments, conducting due diligence assessments of implementing partners, and identifying high-risk areas with recommended mitigation measures. The role involves managing and overseeing assurance activities, maintaining quality assurance processes, and implementing/monitoring assurance policies and tools. This includes planning and reporting on verification missions and post-audits to ensure funds are used appropriately. Additionally, the role supports capacity building for staff and partners on program implementation and assurance learnings, and prepares various financial reports for different WHO offices.
Work Experience
Essential: Minimum of five years of international experience in auditing, internal control, risk management, or financial management. Requires at least two years of supervisory experience and experience in assessing internal controls and coordinating assurance activities. Desirable: Experience within WHO and familiarity with its rules and regulations are advantageous.
Skills
Sound knowledge of risk management and internal control principles, tools, and techniques. Excellent written and oral communication skills for high-level reporting. Strong impartiality, confidentiality, and objectivity. Good analytical and interpersonal skills for effective stakeholder engagement. Ability to maintain effective working relationships across diverse backgrounds. Maturity of judgment, tact, integrity, and discretion.
