Organizational Context
The Regional Director’s Office (RDO) in the WHO African region supports the Regional Director in leadership and coordination with countries and international stakeholders. The office prepares policy and technical briefs, monitors executive decisions, and oversees regional and country office operations. The Senior Writer role operates within established WHO procedures, reporting to the RD’s Strategic Advisor.
Job Purpose
The Senior Writer is responsible for supporting the Regional Director in the timely and high-quality preparation of speeches, talking points, statements, and other key messaging materials for various high-level events, meetings, and missions. This role ensures that all communications accurately reflect organizational priorities, are tailored to specific audiences and contexts, and align with WHO's corporate communications strategy. The incumbent will work under tight deadlines, manage urgent requests, and contribute to the strategic development of messaging and information strategy within the Office of the Regional Director, enhancing the RD's advocacy and visibility.
Responsibilities
Draft, edit, and finalize speeches, talking points, statements, and keynote addresses for the Regional Director for high-level events, meetings, and missions. Ensure content reflects organizational priorities and is tailored to the audience, context, and political sensitivities. Integrate technical inputs from program teams into coherent narratives. Liaise with technical units, communications teams, and external partners to gather accurate content. Coordinate preparation timelines and facilitate internal clearance processes. Review and edit materials for clarity, accuracy, consistency, and compliance with WHO style guidelines. Provide strategic advice on messaging, tone, and positioning for public interventions. Identify opportunities for advocacy and visibility. Maintain a repository of speeches and messaging frameworks for institutional learning. Monitor emerging health priorities and regional developments to inform content.
Work Experience
Essential: At least 7 years of relevant experience in Communication, Journalism, International Relations, Public Health, or a related field. Desirable: Experience in developing and developed country contexts, diverse institutional settings (private sector, NGOs, UN, government), and specific experience in speechwriting or advocacy.

Excellent writing, editing, and storytelling skills; ability to synthesize complex technical content; knowledge of speechwriting standards, messaging frameworks, and diplomatic protocol; ability to manage multiple deadlines and shifting priorities; strong interpersonal and coordination skills; high level of discretion and political sensitivity; understanding of global and regional public health issues; familiarity with WHO governance and communication practices; proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); expert English and intermediate French language proficiency.
