National Consultant: Technical Specialist In Information Management On Rehabilitation
Organizational Context
The World Health Organization (WHO) Country Office in Ukraine is supporting the Ministry of Health (MoH) in strengthening rehabilitation services. This effort is crucial given the ongoing full-scale invasion and Ukraine's commitment to developing a comprehensive rehabilitation system, including community-based services. A National Rehabilitation in Healthcare Forum, co-chaired by MoH and WHO, has been launched to unify stakeholders and streamline efforts in this vital sector.
Job Purpose
This role is critical for enhancing the evidence base and coordination of rehabilitation services in Ukraine. The Technical Specialist will lead the development of essential data products and tools, including a rehabilitation dashboard and mapping of outpatient services. By ensuring reliable, timely, and accessible information, the specialist will support effective planning, coordination, and monitoring of rehabilitation priorities. This directly contributes to the MoH's strategic goals for improving rehabilitation care, particularly community-delivered services, and strengthening the overall health system.
Responsibilities
The primary responsibilities include updating the monthly Rehabilitation Technical Working Group mapping dashboard with partner-reported data. The role also involves providing technical and analytical support for the development of the Rehabilitation Workforce Roadmap and Action Plan by compiling and validating necessary information. Furthermore, the specialist will produce quarterly reports on rehabilitation system performance, including professional availability and service utilization, based on national healthcare data. Attending joint weekly meetings and providing information support for policy and regulation development related to rehabilitation are also key duties.
Work Experience
Essential experience includes at least two years working within the Ministry of Health and/or the National Health Service of Ukraine. Desirable experience includes managing agreements or contracts for the Program of Medical Guarantees and previous experience processing legislation or regulatory documents.
Skills
Expert knowledge in developing regulatory legal acts, strong stakeholder engagement skills, sound organizational and analytical abilities, effective communication, excellent interpersonal and presentation skills, ability to work under pressure, tact, discretion, and diplomacy. Proficiency in Microsoft Office applications and knowledge of database management systems and geographic information systems are also required. Excellent Ukrainian language skills are essential, with English being desirable.
