Organizational Context
The WHO Country Office in Uzbekistan (WCO/UZB) operates under the WHO Regional Office for Europe, supporting national health policies and strategies to strengthen health systems and advance Universal Health Coverage. It collaborates with national authorities and international partners, implementing actionable solutions to health challenges and promoting a whole-of-society approach to health.
Job Purpose
This role provides crucial technical support to the Government of Uzbekistan in health systems strengthening, focusing on areas like primary healthcare, health workforce, service delivery, or health financing. The Health Systems Officer will work closely with WHO staff, national health stakeholders, and the Ministry of Health to contribute to analytical work, develop technical documentation, facilitate policy dialogues, and support the implementation of health reform processes. The objective is to enhance Uzbekistan's health system by aligning national policies with WHO guidance and international best practices, ensuring progress towards Universal Health Coverage and improved health outcomes for the population.
Responsibilities
The Health Systems Officer will support the daily implementation of WCO/UZB's health systems initiatives, monitoring policy developments in Uzbekistan. Key duties include collecting, reviewing, and synthesizing information on health system reforms, identifying gaps and enabling factors. The role involves assisting in the review of national health policies, strategies, and technical documents. Responsibilities extend to preparing and documenting trainings, policy dialogues, consultations, and technical missions, including drafting agendas, concept notes, and meeting summaries. The officer will contribute to drafting technical reports, policy briefs, and other knowledge products, and will track follow-up actions from meetings and missions. Additionally, the role requires supporting WHO staff in liaising with national stakeholders and assisting the Ministry of Health in aligning national policies with WHO guidance and international best practices.
Work Experience
A minimum of five years of relevant professional experience in public health, health systems strengthening, or health policy is required. Experience in coordinating and implementing public health projects, reviewing technical documents on health systems, and facilitating meetings/workshops is essential. Desirable experience includes working with WHO or other international organizations and in public health policy mainstreaming.
Skills
In-depth understanding of health systems reforms in Uzbekistan; familiarity with national and international health partners; knowledge of WHO health systems strengthening policies; strong coordination and stakeholder engagement skills; ability to support planning, implementation, and monitoring of multi-partner activities; independent and collaborative work ethic; strong drafting, analytical, and presentation skills; proficiency in Microsoft Office Suite.
