Organizational Context
The WHO Country Office in Indonesia supports the government's national response to Non-Communicable Diseases (NCDs) by developing and implementing evidence-based programs. It facilitates NCD prevention and control projects, provides policy and strategic advice, and analyzes data to inform public health activities. The office also adapts guidelines and tools to align national efforts with global standards.
Job Purpose
This role supports the WHO Country Office in Indonesia by coordinating the implementation of national and subnational NCD prevention and control initiatives. The incumbent provides technical advice to the Ministry of Health and other authorities on multisectoral action plans and policies, focusing on WHO 'best buy' interventions. The position contributes to planning and developing country-specific actions for NCDs and their risk factors, integrating NCD prevention into primary healthcare, and producing reports and communication materials to support advocacy and program implementation. The role ensures timely and high-quality execution of work plans and alignment with country office priorities.
Responsibilities
Coordinate national and subnational NCD prevention and control initiatives with government counterparts, partners, and WHO colleagues. Provide technical advice to the Ministry of Health and national authorities on developing and implementing multisectoral action plans and policies for NCDs, emphasizing WHO 'best buy' interventions. Contribute technical input to planning and developing country-focused multisectoral actions for NCDs and their risk factors, including cardiovascular diseases, diabetes, chronic respiratory diseases, cancer, tobacco use, physical inactivity, unhealthy diet, alcohol use, obesity, hypertension, injuries, and road safety. Draft NCD-related guidelines, protocols, training materials, and strategic plans, and coordinate the adoption of relevant norms and standards. Analyze and evaluate NCD-related data to inform public health programs and report on global and regional action plan targets. Integrate NCD prevention and management into primary healthcare through training and resource mobilization. Produce technical briefs, donor reports, and communication materials for advocacy. Coordinate with other WHO country office program areas to integrate NCD interventions. Ensure timely and high-quality implementation of biennial work plans and donor reporting.
Work Experience
Essential: Minimum of two years of combined experience in developing and implementing NCD prevention and control policies/programs, and in primary healthcare service delivery for chronic diseases. Desirable: Clinical experience in primary healthcare, experience in designing and delivering NCD training, policy development, guideline creation, and experience with UN agencies or international organizations.
Skills
Excellent knowledge of WHO policies, structure, and functions. Thorough understanding of program planning, monitoring, and evaluation. Strong interpersonal and communication skills. Ability to adapt to multicultural environments and build working relationships. Demonstrated ability to handle sensitive information. Team spirit and time management skills. Expert knowledge of English and Bahasa Indonesia.
