Organizational Context
The Health Services Improvement Program (HSIP) Trust Account strengthens health sector governance, accountability, institutional performance, and service delivery in Papua New Guinea. This role supports the HSIP Trust Account under the supervision of the Program Management Officer at the WHO Country Office, focusing on coordination, compliance, monitoring, and audit-ready documentation.
Job Purpose
To provide essential technical and operational support to the Health Services Improvement Program (HSIP) Trust Account. This role aims to enhance financial coordination, implementation monitoring, compliance, Direct Financial Cooperation (DFC) management, and audit readiness. By strengthening documentation systems and fostering collaboration with the National Department of Health, Provincial Health Authorities, and WHO teams, the position contributes to effective financial management, accountability, governance, and the timely execution of HSIP priorities.
Responsibilities
Monitor HSIP Trust Account implementation, including fund utilization, reporting timelines, and documentation compliance. Oversee the processing and follow-up of Direct Financial Cooperation (DFC) agreements and related documentation for timely fund release. Coordinate with WHO program teams and secretaries on FACE Forms and DFC documentation. Maintain and monitor fund transfer documentation and track fund availability. Follow up with NDOH and provincial teams on program and technical reports. Manage receipt processing and maintain accurate transaction records in IFMS. Maintain a dashboard for DFC, provincial transactions, and supporting documentation. Coordinate on-site monitoring visits and spot-checks at provincial and PHA levels, assessing fund utilization and compliance. Provide technical guidance to provinces and PHAs to strengthen documentation, reporting, and filing practices.
Work Experience
Essential: Minimum of three years of relevant work experience in program management, administration, and finance services. Experience supporting government institutions, development partners, UN agencies, NGOs, or donor-funded programs. Experience in audit readiness, compliance, and financial monitoring. Desirable: Experience with WHO/UN, project management in public health, ERP systems, and working with NDOH.
