Organizational Context
The Joint UNDP–WHO programme in Ghana aims to strengthen health outcomes and mitigate human security risks by harnessing artificial intelligence (AI). The program focuses on advancing Ghana's digital health transformation, building stronger institutions, safeguarding patient data, promoting equity, and enhancing resilience against climate-sensitive diseases through a people-centered approach.
Job Purpose
This role is crucial for developing and integrating climate-sensitive disease reporting and AI analytics into Ghana's national Health Management Information System (HMIS). The consultant will build foundational capacity within health institutions and the workforce to effectively adopt and govern digital health and AI technologies. Key interventions include enhancing data generation and utilization for decision-making, ensuring digital health transformation is evidence-based, ethically guided, and aligned with national priorities. The ultimate goal is to leverage AI for improved health outcomes, particularly for vulnerable populations, and to strengthen the nation's resilience against climate-related health threats.
Responsibilities
Lead the design and development of a robust platform that integrates climate-sensitive infectious disease data and predictive modeling into existing health information systems. Build upon current disease surveillance on the national HMIS platform by incorporating climate and weather data to enhance early warning and response for diseases like malaria, meningitis, diarrhea, and cholera. Map disease risk and suitability using climatic conditions and historical epidemiological data, setting thresholds for risk categorization. Develop predictive models and generate forecasts based on environmental factors and disease likelihood, including spread to new areas. Support and build the capacity of national and regional managers to plan interventions and allocate resources based on seasonal patterns and forecasts.
Work Experience
Requires at least 10 years of experience managing country Health Information Systems deployment and management on a DHIS2 platform. Expertise in DHIS2, public health, data management, technology design, development, and implementation is essential. Experience in developing training plans and capacity building for managers, large-scale DHIS2 customization and implementation at the country level, and translating technical requirements into business solutions are also required. A proven record of building positive relationships with stakeholders is necessary.
