The World Health Organization (WHO) Regional Office for Africa (AFRO) supports Member States in strengthening health systems. The Health Systems Strengthening (HSS) Department and its Health Financing and Governance (HFG) unit lead efforts in health financing policy and reforms. A current initiative, supported by Sida, focuses on improving SRHR expenditure data to enhance policy dialogue and sustainable financing.
Job Purpose
This consultancy aims to design, develop, and pilot a prototype digital tool for extracting and mapping expenditure data from Integrated Financial Management Information Systems (IFMIS). The tool will support the tracking of health and Sexual Reproductive Health and Rights (SRHR) expenditures, aligning them with the System of Health Accounts (SHA 2011) framework. This will be achieved by leveraging IFMIS and public financial management systems to improve data availability, quality, and use for policy dialogue, accountability, and sustainable financing of SRHR in the African Region. Close collaboration with national technical teams and financial management experts is essential for successful implementation and adaptation to country-specific contexts.
Responsibilities
The consultant will design the technical architecture and interoperability framework for the prototype tool, ensuring secure data extraction, tagging, and mapping capabilities. Development will focus on creating a functional digital solution adaptable to country-specific IFMIS structures and charts of accounts, enabling automated classification of expenditures according to SHA 2011 and SRHR categories. Collaboration with PFM/IFMIS experts and country teams (ministries of finance, health, IFMIS units) is crucial for aligning technical implementation with methodological requirements and incorporating feedback. The role includes supporting pilot testing, troubleshooting, refining the tool based on operational feedback, and preparing technical documentation, user manuals, and final reports with recommendations for future scale-up.
Work Experience
Essential: Minimum seven years of professional experience in software development, systems integration, database management, or data engineering. Demonstrated experience in designing and developing extraction or interoperability tools, working with large datasets, relational databases, and automated data extraction. Proven ability to translate technical requirements into digital solutions. Desirable: Experience with IFMIS, developing expenditure analysis tools, familiarity with National Health Accounts (NHA) or SHA 2011, and experience in international projects.
