National Consultant (part-Time): Pandemic Fund One Health Coordinator, WHO Country Office, Malaysia

The World Health Organization (WHO) is dedicated to advancing global health and strengthening health systems to prevent, detect, and respond to health threats. The Pandemic Fund provides financing to enhance preparedness and response capacities, particularly in low- and middle-income countries. Malaysia received funding to improve its pandemic preparedness and response systems, with WHO serving as an implementing entity to ensure investments lead to tangible improvements.
Job Purpose
This consultancy aims to coordinate technical support for the implementation of One Health activities in Malaysia under the Pandemic Fund project. The role involves overseeing and monitoring these activities, ensuring effective information sharing across sectors, and strengthening the health emergency workforce through training programs. The coordinator will facilitate multisectoral collaboration, communication, and operational planning, contributing to Malaysia's capacity to prevent, detect, and respond to public health emergencies and pandemics, aligning with WHO's mandate to enhance global health security.
Responsibilities
The role involves facilitating effective and timely information sharing for multisource surveillance at the human-animal-environment interface, including developing and operationalizing the ‘MyMSS-Alert’ Guideline. It also includes strengthening the health emergency workforce by developing and delivering a One Health Surveillance Training Program (OHSTP) and launching a digital training platform. The consultant will facilitate multisectoral coordination, communication, and operational planning for One Health activities, producing communication materials and coordinating events. Regular reporting, including monthly consultancy reports and final technical reports, is required.
Work Experience
A minimum of 5 years of experience in One Health, such as surveillance, microbiology/clinical laboratory work, or related fields at national and international levels is required. Experience with the Ministry of Health in Malaysia or with WHO/UN agencies is desirable.
Skills
Advanced proficiency in office software (MS Word, Excel, PowerPoint) and database management. Strong problem-solving skills for data analysis and strategic recommendations. Excellent communication and interpersonal skills for effective stakeholder engagement and reporting. Ability to work collaboratively in teams, fostering cooperation and innovation. Fluency in written and spoken English and Malay.
