Organizational Context
The World Health Organization's (WHO) Department of Business Operations (BOS) in the Eastern Mediterranean Region (EMR) provides essential support services including budget and finance. The Budget and Finance Services (BFS) unit ensures compliance with WHO regulations and maintains strong internal controls, supporting regional and country offices in their financial operations and program delivery.
Job Purpose
This role supports the budget and finance operations within the WHO's Eastern Mediterranean Region (EMR). The Budget and Finance Associate is responsible for processing budgetary and financial transactions, ensuring compliance with WHO regulations and procedures, and maintaining accurate financial data. The position contributes to the effective financial management of programs and operations across the regional and country offices, supporting the overall mandate of the Department of Business Operations (BOS) in delivering efficient and effective support services.
Responsibilities
Process and verify budgetary and financial transactions, ensuring compliance with policies and procedures. Provide budgetary and financial clearances for awards, HR, imprest, and third-party contracts. Update financial data in the Global Management System (GSM) for accuracy and consistency. Prepare and process expenditure batches and journal vouchers. Validate donor budgets and financial aspects of agreements. Review financial reports and provide feedback. Analyze financial data to identify and resolve exceptions. Perform account analyses and reconciliations. Monitor financial status and coordinate issue resolution. Conduct quality checks on reconciliations and operational advances. Participate in account closures. Train staff on financial policies and procedures. Identify process improvements. Respond to client queries and provide feedback. Contribute to capacity assessments of implementing partners. Conduct assurance activities for fund utilization.
Work Experience
A minimum of 8 years of progressive experience in budget, finance, accounting, and audit activities is required. Experience within a United Nations or international non-profit organization in finance and accounting is desirable.

Demonstrated knowledge of general accounting principles, procedures, and practices. Strong analytical skills and attention to detail. Ability to interpret and apply regulations, rules, policies, and procedures. Proactive problem-solving skills. Good time management and prioritization. Strong collaboration skills. Expert knowledge of English and Arabic.
