National Consultant On Public Health
Organizational Context
The World Health Organization (WHO) Country Office in Ukraine is seeking a National Consultant on Public Health. This role will provide technical, analytical, and coordination support for WHO-initiated activities in Ukraine. The focus areas include public health workforce development, leadership strengthening, health security, and implementing competency-based approaches, aligning with national programs and initiatives.
Job Purpose
The purpose of this consultancy is to provide essential technical, analytical, and coordination support to WHO's public health initiatives in Ukraine. The role is critical for advancing the national public health workforce development program, strengthening leadership capacities, enhancing health security measures (including IHR and NAPHS), and implementing competency-based approaches. The consultant will contribute to human-centered design in the blood system workforce and facilitate coordination meetings. This position aims to bolster institutional resilience and coordinated public health action, particularly in the context of ongoing reforms and the impact of the war, ensuring effective implementation of public health strategies and programs.
Responsibilities
The consultant will provide technical inputs, drafting, and review for up to 10 technical products related to public health workforce development, services, and International Health Regulations (IHR)/Preparedness. Responsibilities include preparing documentation and coordination materials for approximately 10 coordination meetings with key Ukrainian health authorities. The consultant will contribute to at least 16 consultations, retreats, and mentorship sessions, documenting outcomes and follow-up actions. Additionally, they will facilitate at least 3 Public Health Leadership Programme (PHLP) experience exchange sessions, manage participant databases, and prepare communication materials. A key deliverable involves developing a consolidated synthesis report on human-centered design pilot interventions for blood donor recruitment and retention. The role also includes proofreading WHO documents and reviewing national documents for alignment with international guidance, drafting official correspondence, and preparing analytical summaries for pilot testing of workforce development tools.
Work Experience
Essential: Minimum of three years of national work experience in public health, health governance, health workforce development, public health leadership, health security, or public health system strengthening. Experience collaborating with government, academic, public health, and international organizations is required. Desirable: Experience in preparing technical documents, coordinating stakeholder consultations, and organizing capacity-building activities.
Skills
Strong analytical, writing, communication, and stakeholder engagement skills. Ability to prepare technical documents, reports, and meeting materials in English and Ukrainian. Familiarity with public health workforce development, competency-based approaches, leadership development, health security, and public health system governance. Ability to coordinate multiple work streams and synthesize information.
