The WHO Philippines Country Office is enhancing its Monitoring and Evaluation (M&E) support to the Department of Health (DOH) to improve evidence-based decision-making and health outcome tracking. Job Purpose
This consultancy aims to provide essential operational Monitoring and Evaluation (M&E) and data management support to the WHO M&E team in the Philippines. The role will contribute significantly to routine monitoring activities, the development of data products, and analytical workstreams. Key contributions include ensuring data consistency and quality from diverse sources, supporting evidence-based decision-making for health programs, and facilitating the alignment of health outcomes with Universal Health Care (UHC) priorities. The position is vital for strengthening national and subnational data analysis capabilities, informing planning, and optimizing resource allocation to achieve public health goals.
Responsibilities
The Data Specialist will be responsible for data wrangling, quality checks, and metadata documentation, ensuring reproducible workflows. This includes compiling, cleaning, and validating data from multiple sources such as DOH systems, PSA, and LGU datasets. The role involves performing statistical analysis and simple modeling, including target population estimation and time-series analysis. Additionally, the specialist will conduct data quality checks, document data sources and assumptions, and contribute to analytical summaries, reports, and M&E documentation. Developing clear, decision-friendly data visualizations and contributing to methods briefs, analysis notes, and code repositories are also key duties. The role also supports coordination efforts, including meeting preparation, maintaining trackers, and facilitating stakeholder consultations.
Work Experience
A minimum of 5 years of progressive experience in health data analysis, statistical modeling, or epidemiological analytics is required. Demonstrated experience in producing decision-ready data products (factsheets, dashboards, briefs) is essential. Proficiency in R or Python, along with experience in SQL and data visualization tools, is necessary. Desirable experience includes working with WHO, UN agencies, or government health programs, applying statistical methods to subnational data, and familiarity with health information systems in the Philippines.

Strong analytical and statistical skills. Ability to communicate complex results to non-technical audiences. Proficiency in reproducible research workflows and data documentation. Strong planning and organizational skills. Expert knowledge of English (Read/Write/Speak).
