The World Health Organization (WHO) Country Office in Uganda is seeking a Local Consultant to support the Ministry of Health. This role will focus on costing the Uganda Multisectoral Strategy for Prevention and Control of Non-Communicable Diseases, contributing to the effective implementation, financing, and monitoring of NCD prevention efforts within the country.
Job Purpose
The primary purpose of this consultancy is to develop a comprehensive, credible, and policy-relevant cost estimate for the Uganda NCD Multisectoral Strategy. This will involve calculating the total and annualized costs for the strategy's five-year implementation period (2026-2030), costing priority interventions across various sectors, and identifying potential financing gaps. The ultimate goal is to provide essential data to support the strategy's implementation, inform resource mobilization efforts, guide investment planning, and enhance the overall financing and monitoring of NCD prevention and control initiatives in Uganda.
Responsibilities
The consultant will be responsible for reviewing the draft NCD Multisectoral Strategy and related national policies. They will define cost components for strategic objectives, priority interventions, and activities, estimating unit costs using national data and validated assumptions. The consultant will develop multi-year cost projections, disaggregated by strategic objective, sector, cost category, and implementation year, while meticulously documenting all assumptions and data sources. A key task involves presenting preliminary costing results to WHO and the Ministry of Health for validation and incorporating stakeholder feedback to finalize the costing report and accompanying tools. The role also includes preparing a concise presentation summarizing key findings and financing implications for dissemination.
Work Experience
A minimum of 5-7 years of experience in health program costing, health financing, or economic analysis is essential. Proven experience in costing national or sectoral health strategies is required, along with experience working collaboratively with government institutions and development partners. Familiarity with NCD programs and public sector planning processes is desirable.
Skills
Strong analytical and quantitative skills are essential. The consultant must demonstrate the ability to develop costing models and prepare comprehensive reports. Excellent written and oral communication skills are required, along with the ability to work independently and meet deadlines. Knowledge of health financing frameworks, economic evaluation methods, and costing/data analysis tools is desirable.
