Job Purpose
The Storekeeper plays a vital role in the WHO Country Office in Ukraine by ensuring the efficient and accurate management of essential medical supplies and equipment. This position is critical for maintaining the integrity of the supply chain, from the meticulous inspection and verification of incoming consignments against purchase orders to their proper storage in accordance with WHO Standard Operating Procedures. The role contributes directly to the timely and effective distribution of health resources to the Ministry of Health, clinics, and other public health centers, as well as internal WHO operations. By accurately tracking stock, managing expiry dates, and reporting discrepancies, the Storekeeper safeguards valuable assets, minimizes waste, and supports the continuous provision of health services. This ensures that critical health interventions are not hampered by logistical failures, directly underpinning WHO's mission to promote healthier populations, address health emergencies, and protect the vulnerable through Universal Health Coverage in the country. The role's diligence in inventory management is fundamental to operational effectiveness and accountability.
Responsibilities
The Storekeeper is responsible for comprehensive inventory management, beginning with the meticulous inspection of all incoming consignments of medicines and equipment. This includes verifying their quality and quantity against purchase orders and shipping documents to ensure accuracy. A core duty involves ensuring the precise sharing of WHO goods information with warehouse staff and undertaking quality data entry for all inbound and outbound movements within GIMS/BMS systems, thereby maintaining an accurate administrative stock database. The role mandates strict adherence to WHO Standard Operating Procedures for the proper storage of drugs and medical supplies. The Storekeeper must proactively notify supervisors and prepare detailed reports for pre-expired goods, damaged items, or quantity discrepancies to facilitate insurance claims or returns. Maintaining thorough records and monitoring receiving reports and delivery notes for all medical supplies, including local and global purchase orders, is essential. Regular communication with the WHO Shipping officer is required to ensure shipping document compliance. The Storekeeper actively participates in the timely delivery and distribution of medical supplies and equipment to the Ministry of Health, clinics, public health centers, and WRO, ensuring all appropriate receipts are obtained. This position also involves conducting periodical physical inspections of stock, providing valuable input for the disposal of obsolete items, and preparing comprehensive monthly reports detailing stock positions, expiry dates, and new arrivals. Collaboration with the logistics and procurement assistant is crucial for following up on deliverables and finalizing payments. Additionally, the Storekeeper is responsible for briefing other storekeepers on drug storage SOPs and performing any other related duties as assigned.
Work Experience
Essential: At least three years of progressive experience in warehouse operations, transportation, and/or logistics. Desirable: Relevant experience within the UN system.
Skills
Functional Skills: Proficiency in Excel and stock management systems (e.g., BMS). Strong filing and organizational skills. Demonstrated time and stress management abilities. Proficiency in Microsoft applications and PC operation. Knowledge of BMS/GSM/Oracle applications. Knowledge of WHO rules, manuals, practices, and procedures (asset). Language Skills: Essential: Expert knowledge of English and Ukrainian. Desirable: Intermediate knowledge of another official WHO language.
