Job Purpose
The consultancy's purpose is to provide technical expertise for finalizing Tanzania's Health National Adaptation Plan (H-NAP) 2026–2030. This involves ensuring information accuracy, integrating heat-health interventions, and aligning strategies with WHO guidance and national health priorities. The role will leverage vulnerability assessments, strengthen the action plan for climate-sensitive diseases and infrastructure resilience, and embed gender-sensitive, equity-focused approaches. Ultimately, it ensures the H-NAP reflects sustainable development, country ownership, and efficient protection for vulnerable populations.
Responsibilities
The consultant will collaborate with the MoH and an international consultant on several key responsibilities. This includes facilitating stakeholder engagement with various partners (MoH, WHO, UNICEF, civil society, academia) to ensure broad input and ownership of the H-NAP. They will support technical validation of climate-sensitive health data, including maternal and neonatal indicators, and integrate this into the plan. Responsibilities also involve assisting in developing a conceptual framework linking climate change to health outcomes, updating data on climate-sensitive diseases and infrastructure vulnerabilities, and integrating specific heat-health measures like early warning systems and awareness campaigns. The consultant will propose mechanisms for cross-sectoral collaboration with non-health sectors (e.g., agriculture, water, energy, urban planning) for adaptation implementation. Further duties include guiding problem-tree analysis, advising on operational planning and coordination for MoH teams, and scrutinizing the draft action plan for practicality, cost-effectiveness, and geographical inclusivity. Finally, the consultant will provide essential support to finalize the H-NAP document for stakeholder validation and adoption.
Work Experience
Essential: Minimum 5 years in health systems strengthening or climate change adaptation, with experience in Tanzania. Strong knowledge of climate-sensitive diseases and heat health risks. Experience developing national health strategies aligned with WHO guidance. Ability to validate health and climate data, and work with government ministries and partners. Desirable: Substantial experience collaborating with national ministries, NGOs, and UN organizations, particularly WHO, and supporting institutional strengthening.
Skills
Coordination and management of technical teams and consultations. Strong writing, reporting, and presentation skills. Familiarity with Tanzania's health system and socio-economic context. Fluency in Kiswahili and English. Proficiency in Microsoft Office applications (Excel, Word, PowerPoint).
